Norwood panel adds $150,000 study to capital plan

Norwood's Capital Outlay Committee voted 5-4 to revive a $150,000 school facilities study, pushing its free cash plan to $851,000. Town Accountant Jeff warned the town is forecasting a possible $10 million deficit in fiscal 2028 against a free cash certification estimated at $10 million to $12 million. A district official countered that the study has already been deferred three times, saying "that'll be the fourth time that the schools have been asked to put some level of this off." The committee separately approved $6,025,000 in general-fund-borrowed projects, including an ambulance, boiler replacement and fire turnout gear, carrying $523,000 in new annual debt service, plus four water-rate-funded projects and a $145,000 cemetery lots project, all by unanimous votes.
One member warned against deferring capital work, noting a Savage Center roof repair that would have cost $200,000 ballooned to $1.2 million after years of delay.
