Norwood Planning Board OKs Data Center Moratorium

Norwood Planning Board backs a one-year data center moratorium and keeps a contested affordable-housing bonus. The board unanimously advanced the 360-day moratorium, modeled on AG-approved bylaws in Mansfield and Lowell, after residents warned of water and electricity strain from cooling systems. Members also voted to keep an MBTA overlay district density bonus letting developers add a fifth floor for more affordable units, over objections from board member Debbie, who said "you're not going to get them to build anything," and residents who called rents at bonus-built complexes unaffordable.
Attorney David Hern successfully pushed the board to drop two proposed findings, including one tying parking waivers to the town's comprehensive plan, from a separate parking-waiver amendment. A hearing on new parking definitions was continued to September 21 after Hern flagged litigation risk in the "motor vehicle storage" language. All five zoning articles, plus a new urgent care center definition, now head toward the fall Town Meeting warrant.
