Norwood board tolls $42,300 gas station parking fine
Zoning Hearing Board · Meeting of July 7, 2026
Norwood zoning board tolls a $42,300 parking fine, approves a digital billboard deal. The Zoning Board of Appeals voted 4-0 to continue an enforcement appeal against 238 Pleasant Street, where Building Commissioner Pelletier had cited owner Joseph Gula's company for $300-a-day fines over unpermitted parking changes; the board tolled the fine and gave the owner 90 days to file for Planning Board site plan review, with the case returning October 6. Attorney David Hearn Jr., who represented three separate applicants Tuesday, secured board approval for Carroll Advertising's request to convert a Boston Providence Highway billboard to digital, conditioned on one monthly ad slot, worth about $25,000 annually, reserved for town and nonprofit use.
The board denied a two-year temporary permit for roughly 100 Amazon delivery vans to park at vacant 63-65 Manhattan Street, citing traffic circulation concerns raised by Rock Street condominium residents. The board also upheld a denial letting Grace Episcopal Church rent its kitchen to caterer Native Kitchen, though a separate special permit path remains open.
