Norwood zoning board denies special permit for five-dog kennel after neighbors detail barking and odor complaints. Chair Shannon Greenwell's four-member Zoning Board of Appeals voted unanimously to deny applicant Jana Cedulovsky's request to keep five dogs at 141 East Cross Street, after eight residents submitted letters or testimony opposing it. Abutter Kathleen Nally called the situation "non-compliance with zoning, noise, containment and sanitary requirements," while Cedulovsky said "it's only me and my husband, so we have plenty of space for them." The same board unanimously approved a special permit to demolish and rebuild a non-conforming home at 243 Prospect Street on a nearly 19,000-square-foot lot, and a 647-square-foot addition at 162 Codman Road for a family of five.
A planned discussion of zoning bylaw rules and regulations was postponed to March 3 because only four of five board seats were filled.
