Norwood previews rules, budget before May 11 town meeting

Norwood officials briefed Town Meeting members on procedure and finances ahead of the May 11 Annual Town Meeting. Town Manager Tony Mazzucco, Moderator Jerry Slater, Finance Director Jeff O'Neill and Finance Commission Vice Chair Alan Slater covered electronic voting, warrant rules and a budget that leans on more than $7 million in free cash to balance spending, a practice Mazzucco called "not a good idea" but preferable to cuts or an override. Officials said Norwood carries $195 million in outstanding debt, mostly school construction, with Coakley Middle School bonds costing $6.3 million annually through 2048.
District 7 member Ann Mankiewicz objected to holding the session on a Saturday, saying "I would prefer not to have any of these sessions on the weekend," and separately questioned why Norwood is benchmarked against wealthier towns when requesting funding. No votes were taken; the special and annual town meetings begin May 11 at the Coakley Middle School.
